Family support and child protection system framework

Family support and child protection data is organised according to the family support and child protection system framework. This framework depicts the key services and supports available in the family support system, and the main pathways a child or young person follows while in the child protection system.

Enquiry

Aim

To be the entry point for information, support and advice for families experiencing vulnerability.

Actions taken

Gather information, either over the phone or by visiting, on the family's situation and help that family to link to local services that best meets their needs.

  • Referral to a family support service/s
  • Referral to child protection (for serious concerns).

Assessment

Aim

To determine the most appropriate support to be provided by the community based support service.

Actions taken

The family willingly meets with the support service/s to ascertain their needs and goals and which supports are best placed to work with the family.

  • Type of support service/s needed.

Family support services aim to help families nurture and safely care for their children.

Family and Child Connect services are an entry point for information and support advice for vulnerable families. The role of Family and Child Connect is to assess the needs of a family and help that family link to local services that best meet their needs.

Aboriginal and Torres Strait Islander Family Wellbeing services provide access for Aboriginal and Torres Strait Islander families to culturally responsive support to improve their social, emotional, physical and spiritual wellbeing, and build their capacity to safely care for and protect their children.

The department funds a suite of services to support families with various levels of need.

Intensive Family Support services respond to vulnerable families with children and young people who are at risk of involvement in the statutory child protection system. Intensive Family Support is a consent based program providing case management for families who agree to engage with the service.

Intake phase

Intake

Aim

To determine the most appropriate response to concerns received about harm or risk to a child.

Actions taken

Information about the child protection concern is recorded and the decision is made about how the department will respond.

  • Child concern report with referral to Family and Child Connect or a Family Wellbeing Service, where appropriate
  • Notification.

The aim of intake is to determine the most appropriate response to concerns received about harm or risk of harm to a child.

Child protection concerns received from the community are assessed to determine whether a child concern report or a notification is recorded by the department.

Where the concerns are to be recorded as a child concern report, and it is assessed that the family may benefit from additional family support, a referral can be made with the consent of the family to either Family and Child Connect, a Family Wellbeing Service or an Intensive Family Support service.

Investigation and assessment phase

Investigation

Aim

To determine whether a child is in need of a protection and ongoing Departmental intervention.

Actions taken

The child and their family are visited and information is gathered from them and other sources. The child's immediate safety, harm and risk of future significant harm are assessed.

  • Child NOT in need of protection with referral to family support services, if required
  • Child in need of protection and type of ongoing intervention required.

The aim of the department’s investigation and assessment phase is to determine whether a child is in need of protection and ongoing departmental intervention is required.

The child and their family are visited, information is gathered from them and other sources, and an assessment of the child's immediate safety and risk of future harm is made.

Where a child is assessed as not in need of protection, and the family may benefit from additional family support, a referral can be made with the consent of the family to family support services.

Ongoing intervention phase

Ongoing

Aim

To reduce the likelihood of a child experiencing future abuse.

Actions taken

A case plan is developed with intervention goals and actions. Sometimes it is necessary to remove a child from their home to ensure their safety.

The aim of the department's ongoing intervention phase is to reduce the likelihood of a child experiencing future abuse.

Ongoing intervention is required for a child in need of protection. A case plan with intervention goals and actions is developed to meet the child's protection and care needs.

Ongoing intervention phase (permanency planning)

Permanency

Actions we take

Reunification is the preferred option for permanency. Where a child cannot be safely returned home, a stable long-term arrangement is sought.

The aim of permanency planning is to ensure that a child experiences continuity of care and transitions successfully into adulthood.

There are three permanency options for a child - safely reunifying the child with their family, long-term care until the age of 18, or adoption.
